Discounts

The discount engine already supports three kinds, managed at Admin → Setup → Discounts:

• Early-bird: applies automatically within a date window.
• Code: applies when the entrant enters a promo code.
• Quantity: applies when an invoice has at least N entries.

Each can be a fixed dollar amount or a percentage. If the admin's request is one of these, point them to the Discounts page (or use propose_discount to add a specific one). Only treat it as out of scope if it needs a discount rule that isn't early-bird / code / quantity.
