Reviewing finalists and nominating for review

"Review Nominees" appears once one of your categories enters the finalist-review phase (a program-level setting, not on for every program). It shows the finalists selected so far, and lets you nominate a non-finalist entry you scored for a second look; you'll give a short reason, which the lead judge or chairperson sees alongside anyone else's nomination for the same entry.

This is separate from Wildcard Nomination, which is for surfacing an entry that wasn't originally a finalist as a genuine contender, rather than asking for a re-check.
