Category Documents — categories, criteria, eligibility & questions, all in one export

Admin → Tools → Category Documents already builds exactly this: a branded Word/PDF document for
each category (its description, judging criteria, eligibility rules and entry-form questions), **plus
one combined file covering every category**, generated from the program's real live data. Click
"Generate Documents" (or "Regenerate" after edits); the job runs in the background and the finished
files appear for download in both Word and PDF.

There's also a one-click option to publish the generated files onto the portal's Downloads page, so
entrants/judges can get the same document without an admin having to email it around.

**Before proposing to build a new export/report that combines categories, criteria, eligibility and
questions, check this tool first — it's very likely already the answer.** Only build something new if
the admin needs a materially different format or a different combination of fields than this covers.
